Nature of Business
The Office of Utilities Regulation (OUR), Jamaican Telecom Licensing Authority, is the sole authority in Jamaica to issue licenses to the service providers. To obtain a license, an applicant has to undergo various phases for screening and verification of the document required. OUR was looking for high quality software to suffice their need of getting information regarding the status of the license application applied. The Software should track various phases of licensing and provide information, analysis and reports to save several hours of performing the licensing process solution.

Issues Faced

  • OUR was of the opinion that the application should be dynamic in nature, so that with time the administration could configure this application according to the rules and regulations of the Jamaican Government Telecom Policy.
  • OUR wanted that over the time, it could change their policy of obtaining a license, so they wanted the application to be flexible enough to accommodate additional steps created during different phases.
  • An Application had to undergo screening, validation and evaluation to be recommended for the approval and licensing authority of the Jamaican Government.
  • The Process Manager of the system could monitor the entire process of obtaining a license.
  • Facility of Automatic Email Processing.
  • Phase Completion Email Processing.
  • Group Security Issue.
  • User Security Issue.
  • The application was required to be web-based and intranet based.

Remedies
Infinity provided a robust solution and devised a list of features that helped OUR to completely replace the manual process. The solution has been divided into two parts:

  • Administration Section
  • User Section

The administration can configure each and every phase of obtaining a license. The Phases comprise of various steps, so that the administration can configure steps of the phases. On start-up, the application detects the group and the user security through the Active Directory Services Index (ADSI) Windows authentication and MS-Share Point Portal Server.

We employed Microsoft's .NET technology--ASP.NET for developing the application. The complete solution comprised of the following:

  • ASP.NET 2003
  • C# 2003
  • VB Script
  • JAVASCRIPT
  • SQL Server 2000
  • MS-Share point Portal Server 2003
  • MS-Project (for Project Scheduling)
  • MS-Visio (For Database Diagram and generation of Class UML)

  • The manual process of tracking and recording the state changes for an Application during the manual Review and Evaluation process.
  • Enables the evaluation of the different content components of an Application to be performed in parallel.
  • Electronically records the evaluation results for the Application from each department.

  • Evaluation Reports,
  • Internal Notifications
  • Notification letters to the Applicant
  • Enables an authorized user to enquire upon the current state of an Application
  • Enables system notifications or alerts to be generated upon the occurrence of defined events.
  • The solution authorizes multiple operators having same/different set of privileges.

Due to the underlying properties of the solution, it saves several hours in performing the licensing process.
